EMT Reciprocity by State: NREMT & EMS Compact Comparison

Quick Answer

To transfer an EMT certification between states, you apply to the destination state’s EMS bureau under its reciprocity pathway, complete that state’s fingerprint background check, authorize NREMT to release your verification, and confirm your continuing education hours meet the state’s requirement at your level. Most states accept an active NREMT certificate and take two to six weeks; New York and California add a state or county-level exam. Use the 50-state table below to compare what each state requires.

Every row below reflects how a destination state treats an out-of-state EMT or paramedic at the EMT-Basic level — whether it accepts NREMT for reciprocity, its state board application fee, the fingerprint vendor it mandates, and how long issuance usually takes. Click any column heading to sort, or search for your destination state.

REPLICA EMS Compact: State-to-State Practice Privileges

The REPLICA EMS Compact lets EMS personnel licensed in one member state obtain a privilege to practice in another member state without a full relicensure application. It is faster and cheaper than reciprocity, but it is practice-only — it does not establish the new state as your primary state of licensure. If you are relocating permanently, you still need a standard reciprocity license.

Compact member states (6 documented)

In a member state you may be able to buy a privilege to practice through the compact instead of filing a full reciprocity application. Practice-only; it does not make that state your primary state of licensure.

Not a compact member (6 documented)

No compact shortcut. You must complete that state's full reciprocity application, including its background check and NREMT verification.

Compact membership is verified on this site only for the states listed below, and it changes as state legislatures act. Confirm current membership with your destination state's EMS office before relying on a compact privilege.
